Thank you for letting me speak to you in regards to the beach area of the old
Papaikou mill:
First,there are very few areas like this beach on this island.
Second, areas such as this beach area are very important in the lives of the local
people which makes access so important.
To the local people,beaches like this are so important because this is where they
can go to relax, fish, swim, or surf. This has been a way of life for local people
for years. Long before people from other places in this world started moving
here to live. Why should access to this beach not be controlled today by the
county?Who better to understand the needs of the local people?
When my family moved here forty years ago by choice and not by invitation,
our family understood among ourselves that we would learn to live as they
lived here or we would go back to Kansas where we came from. It was not for
us to expect anything different such as the local people learning to live like
we had lived in Kansas.
My question is why did Jim and Charlene purchase 16 acres by the beach which
also included the site of the old mill and remains of the mill where some of the
remains exist today. They have built a house on some of the ground where the
old mill did stand. They did make some improvements to the trail which crosses
their property to the beach,but they have retained control of access.Is this
house that they built their home?Their mailing address is in Canada.
