TESTIMONY TO COUNTY COUNCIL, Nov. 21, 2012
My mother is Sumie Onaga and she has lived in Mill Road for over 68 years. She has been a neighbor
of Mr. and Mrs. Takeshi Matsunaka who live at the bottom of the road for nearly 60 years. I am Sumie
Onaga's youngest daughter and I grew up here. I come back to take care of Mom 4 or 5 times a year so
have seen the changes which have occurred over the years. When the beach trail built by Jim Waugh
first became usable and access was granted through the gate at the bottom of the road some fifteen or
more years ago, the parking situation around my mother's house quickly got out of hand. The roadside
and the yard would often be littered with bottles, cans and other refuse. Surfers were coming on to
Mom's yard to regularly wash themselves and their surfboards. If the boys asked for permission to
use the water, then Mom or I would say okay but many never bothered. More often than not, the
surfers would drive or walk into the yard and help themselves to the water. We finally took away the
tap to stop people from coming in. The noise at night was often times very loud too, because people
would linger in their cars after being at the beach to talk story and blare music. The parking problem
has since much improved and I do not believe surfers are using Mom's water any more, but there are
still often strangers crossing the yard and through the banana bush to get to another portion of the
beach.
Mill Road, generally and especially at the bottom, cannot accommodate public parking. If public
access through the back road and a separate connecting trail to the beach is created, I think it would be
better for the all the Mill Road residents. This is a quiet community with a lot of elderly people who
just want to live their lives quietly. Beach access should be granted but in a way that will not disrupt
their lives.
