Comm. 168: 2012 ANNUAL REPORT TO THE MAYOR FROM THE PUBLIC ACCESS,
OPEN SPACE AND NATURAL RESOURCES PRESERVATION COMMISSION
From Mayor William P. Kenoi, dated February 21, 2013, transmitting his comments
and recommendations regarding the Commission’s 2012 Annual Report. The Mayor
provides a detailed summary of the purchasing history and status of the lands
purchased with the fund, an accounting report, a statement on management and
stewardship of the lands, and requests that the Council accept the updated prioritized
list as provided by the Commission.

JULY 1, 2012 TO JUNE 30, 2013
From Council Member Brenda J. Ford, dated March 6, 2013. Adds the Parks and
Recreation, Kahuku Park Improvements, Phase 5, Grading project for $100,000 to
the Capital Budget. Funds shall be provided from the General Obligation Bonds,
Capital Projects Fund-Fund Balance and/or Other Sources ($100,000). The funds
will provide an additional area to the park for future use.

(Bill 45) IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR
JULY 1, 2012 TO JUNE 30, 2013
From Council Member Brenda J. Ford, dated March 7, 2013. Adds the Parks and
Recreation, Ocean View Park & Ride Bus Lot (Land, Street Light, and Bus Shelter)
project for $94,000 to the Capital Budget. Funds shall be provided from General
Obligation Bonds, Capital Projects Fund-Fund Balance and/or Other Sources
($94,000). The funds will be used to purchase property for a permanent bus station
and park and ride location, and design and construction of the facility and placement
of a street light.
Recommends passage of Bill 45 on first reading:

TMK: 9-2-185:049 IN THE AHUPUA‘A OF KAHUKU, KA‘Ū

Director to initiate any funding mechanisms required for the acquisition of this parcel
to be used for a Ocean View Park & Ride location and bus station.

Department has been allowed use of Building 59 on Kīlauea Military Camp since
September 15, 2010. This agreement will provide for the use to continue through
August 31, 2015.

THE PURPOSE OF FINANCING VARIOUS PUBLIC IMPROVEMENTS
DESCRIBED THEREIN

11-40, by reducing the Kawaihae Housing Closure by $1,291,332.55, and increasing
the Kaloko Housing Project by the same amount.

From Finance Director Nancy Crawford, dated March 8, 2013, transmitting the above
resolution and bill. The resolution authorizes acceptance of this grant with the
University of Hawai‘i. The bill appropriates revenues of $15,000 in the State
Grants - Mauna Kea Watershed Alliance (MKWA) Grant account; and appropriates
same to the Mauna Kea Watershed Alliance (MKWA) Grant account. These funds
will be used for the main road to the MKWA project site.

THE PURPOSE OF FUNDING ALL OR A PORTION OF THE COSTS OF
VARIOUS CAPITAL IMPROVEMENT PROJECTS FOR THE COUNTY
From Finance Director Nancy Crawford, dated March 8, 2013. Amends the
attachment to Ordinance 10-56 noted as Exhibit A, Draft 4, to adjust funding for
various projects based on actual needs and final costs that differ from the original
estimates in the bond ordinance and subsequent amendments and add a new project,
the Kawailani Fire Station. There is no change to the total amount of the bond
authorization.
