We request the Hawai'i County Code, Chapter 14, Article 9 (Outdoor Lighting), Section 14-55
(Tables), be amended by revising as follows:

The intent of this amendment is to allow for the use of Class II LED fixtures within all private and
public right-of-ways.

Problem Statement
• EXISTING LOW PRESSURE SODIUM
• Traffic Safety Hazard
• No Color Rendering for Emergency
Responders
• Light Pollution
• High Operation and Maintenance Costs
Problem One -Traffic Hazard
The amber traffic light has the same color
as the LPS street light.
Causes confusion for drivers approaching
an intersection. The confusion is
compounded with poor weather.
Solution - Install a street light
that emits a colored light different
than the amber traffic light.

regulate traffic and which is
to light the street?
Problem Two - Color Rendering
Colors must be seen by Emergency Responders.
All colors appear Amber/Yellow with LPS. This can
result in mistakes by EMTs.
Solution -Install a broader spectrum street light that
allows the Emergency Responder to distinguish colors

Problem Three - Light Pollution
White light is a poor option for astronomical
studies.The blue light portion of white light
scatters in the atmosphere,causing light
pollution that jeopardizes the night sky.
Solution—Install street lights with a Spectral
Power Distribution that has a low blue
content AND a color different from the amber
traffic light at intersections and crosswalks.
