Your Committee on Finance, to which was referred Bill No. 45, reports as follows:
Bill No. 45, transmitted by Council Member Brenda J. Ford, via Communication No. 182 dated
March 7, 2013, amends Ordinance No. 12 -87, as amended, relating to public improvements and
financing thereof for the fiscal year July 1, 2012 to June 30, 2013. The amendment is as follows:
PARKS AND RECREATION
Ocean View Park & Ride Bus Lot
(Land, Street Light, and Bus Shelter)
(110.399.5398.40) $ 94,000
Funds for this appropriation increase shall be provided from:
General Obligation Bonds, Capital Projects Fund -Fund Balance
and /or Other Sources $ 94,000
The proposed bill adds the Ocean View Park & Ride Bus Lot project for $94,000 to the Capital
Budget. The funds will be used to purchase property for a permanent bus station and park and
ride location, and design and construction of the facility and placement of a street light.
Ms. Ford informed the Council Members that the proposed land site for this project is the
existing Park and Ride Bus Lot location which is currently being leased by the County. She
added that the owner of the property would be willing to negotiate to sell it to the County.
Furthermore, Ms. Ford noted that a street light, bus shelter, and slab for ADA access would make
it safer for the community and provide protection from the wind.
Pursuant to Section 10 -6(d), Hawai`i County Charter, the Council may amend the Capital Budget
for that year with a two - thirds vote.

Your Committee on Finance is in accord with the purpose and intent of Bill No. 45, and
recommends its passage on first reading.
