Your Committee on Finance, to which was referred Resolution No. 87 -13, reports as follows:
Resolution No. 87 -13, transmitted by Finance Director Nancy Crawford, via Communication No. 198
dated March 8, 2013, authorizes the Mayor to enter into an intergovernmental agreement with the
United States Department of Army, pursuant to HRS Section 46 -7, to use a building on Kilauea Military
Camp to operate a fire station.
The Hawaii Fire Department has been allowed use of Building 59 on Kilauea Military Camp since
September 15, 2010. This agreement will provide for the use to continue through August 31, 2015.
There was no discussion on this measure.
Pursuant to Section 46 -7, Hawaii Revised Statutes, County Departments must obtain the consent of the
Council to enter into agreements with the federal or state governments respecting action to be taken
pursuant to any of the powers granted by law to furnish, expend and receive any funds or other
assistance in connection with projects being or to be undertaken pursuant to those powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 87 -13, and
recommends its adoption.
