Your Committee on Finance, to which was referred Resolution No. 88 -13, reports as follows:
Resolution No. 88 -13, transmitted jointly with Bill No. 55, by Finance Director Nancy Crawford via
Communication No. 203, dated March 8, 2013, authorizes the Mayor to enter into an agreement with
the State of Hawaii, pursuant to HRS 46 -7, for a grant to fund the purchase of materials for road
maintenance along Keanakolu Road (Mana Road).
Resolution No. 88 -13 authorizes acceptance of this grant with the University of Hawaii.
There was no discussion on this measure.
Pursuant to Section 46 -7, Hawaii Revised Statutes, County Departments must obtain the consent of
the Council to enter into agreements with the federal or state governments respecting action to be
taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other
assistance in connection with projects being or to be undertaken pursuant to those powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 88 -13, and
recommends its adoption.
