No. 204 /Bill No. 56 PLACE: Council Chambers Kona, Hawaii TIME: 5:18 p.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 56, reports as follows: Bill No. 56, transmitted by Finance Director Nancy Crawford, via Communication No. 204 dated March 8, 2013, amends Ordinance No. 10 -56 of the County of Hawaii, pertaining to the issuance of General Obligation Bonds for the purpose of funding all or a portion of the costs of various Capital Improvement projects for the County. Bill No. 56 amends attachment to Ordinance No. 10 -56 noted as Exhibit A, Draft 4, to adjust funding for various projects based on actual needs and final costs that differ from the original estimates in the bond ordinance and subsequent amendments and adds a new project, the Kawailani Fire Station. Finance Director Nancy Crawford appeared before Your Committee for questions. She clarified the appropriation for the Captain Cook Fire Station was originally funded at $440,000. The total spent was only $227,166, with a remaining balance of $212,834. Ms. Crawford confirmed that all funding adjustments on the Priority Listed Projects for bonds funds requests are the remaining balances after the projects are completed. These balances will be re- allocated to three main projects; $1 million to the Kawailani Fire Station for the widening of the street; $5.3 million to the Parks and Recreation Department for repairs and improvement to County facilities; and lastly, approximately $1 million to Public Works Department for repairs and maintenance to County facilities. Mr. Onishi, who supports Bill No. 56, explained the details of the Kawailani Fire Station widening project. He informed the Council Members of the upgrade obstacles that have come about due to its current location. He also included that the State has offered two acres of vacant land near AJA Veterans Hall for the possible relocation of the fire station.
