Your Committee on Public Works and Parks and Recreation, to which was referred Resolution
No. 90-13 report as follows:
Resolution No. 90-13, transmitted by Public Works Director Warren Lee via Communication
No. 6 dated February 14, 2013, grants a variance from Chapter 3, Section 3-58(c)(1), 3-59(a)(4),
and 3-61(a)(2) of the Hawai`i County Code 1983 (2005 Edition, as amended), to allow one wall
sign on 75-5570 Kuakini Highway, TMK Number(3) 7-5-005:085 (Zoned ML-20, Kailua
Village Special Design District).
The applicant, Hawai`i Tire Company, LLC, is requesting a sign variance for wall signs on two
buildings. The proposed signs at Lex Brodies's Tire Store are 22 square feet each in area with
14 inch high lettering and a 33 inch symbol mounted at 16 feet above the finish grade. The
proposed signs at the Fastlube building are 22 square feet each in area, with a total of 18 inch
high lettering and a 30 inch symbol mounted at 17 feet above the finish grade. All signs on the
buildings are located on the parapet. The businesses are located in ML zone, which limits the
wall sign to nine feet in height per section 3-59(a)(4), Chapter 3 of the Hawai`i County Code.
Per section 3-61(a)(2) Chapter 3 of the Hawai`i County Code, signs are prohibited in Kailua
Village when, if attached to a building, the signs extend above the lowest edge of any portion of
the roof or mansard roof.
Vice Chair Zendo Kern assumed chairmanship of the meeting to allow Committee Chair Dru
Kanuha to make an amendment to the title of this measure with the contents of Communication
No. 206.1. The amendment changed the title to read, "Resolution granting a variance from
Chapter 3, Sections 3-58(C)(1), 3-59(A)(4), and 3-61(A)(2) Hawai'i County Code 1983 (2005
Edition, As Amended), to allow [One Wall Sign] Four Wall Signs On 75-5570 Kuakini
Highway, TMK Number(3) 7-5-005:085 (Zoned M1-20, Kailua Village Special Design District."
Your Committee unanimously adopted the amendment.
Mr. Kanuha moved to further amend the resolution to change the phrase "a wall signs"to "four
wall signs" in Item 1 in the BE IT RESOLVED clause on page 2. The amendment was
unanimously adopted.

Applicant Josh Porter came forward to address committee member Margaret Willie's question
about landscaping. Mr. Porter stated that all existing plants are being kept and more trees will be
added to work with the traffic pattern in the area. He also stated that his company is adding one
new building for its Fastlube operation.
Project Coordinator David Lyman and Plans Examining Manager Neil Erickson from the Public
Works Department Building Division came forward to answer questions from committee
members.
Ms. Ford asked for clarification on the location of the business as it was not clearly shown on the
photos provided. Ms. Eoff verified that it is located right across from the West Hawai`i Today
building.
Mr. Lyman confirmed that the applicant came before the Kailua Village Design Group and
received favorable recommendation. He also stated that the location of the business is part of the
Kailua Industrial Park which allows bigger signs, up to 15 percent of wall area, to be installed on
the building.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and
intent of Resolution No. 90-13, as amended to Draft 2, and recommends its adoption.
