Victorino recommending all four counties to submit their approval or disapproval of the proposed annual operating budget to the HSAC Executive Committee before the April 2013 meeting of the HSAC Executive Committee. The proposed budget details incorporate the following assumptions and changes: 1. Membership Fees of$10,920 for each county will remain the same. 2. Conference Income will reflect approximately $10,000 for the June conference that the County of Kauai will be hosting. 3. Interest Income will decrease by$5, based on an average of$2.29 per month. 4. The budget will increase by $2,008 for FY 2014, due to the $5 decrease in ,Interes Income and $2,013 increase in the Fund Balance from FY 2013. 5, 1 <ecutivc committee Travel was increased in FY2013 from$9,000 to$14,000, to cover memle'rs' travel costs when traveling to the State Legislature to testify in support of HS ,C Package measures. Special Committee Travel will remain the same. 10. Special Committee Miscellaneous will remain the same. 11. NACo Travel-Board will increase by $900 ($1,300 x 3 Board Directors x 3 meetings). 12. NACo Travel-Steering Committees will increase by $400 ($1,300 x 2 Steering Committee members x 2 meetings). 13. NACo Promotional will remain the same. 14. NACo and WIR dues will remain the same. 15. WIR Travel will increase by$600($1,300 x 2 Board Directors x 3 meetings). 16. WIR Promotional was increased in FY 2013 from $250 to $5,000 to cover the cost of hosting a hospitality suite at the 2012 NACo Conference to promote Kauai County's bid to host the 2015 WIR Conference. WIR Miscellaneous and NACo Miscellaneous ($1,000 each) will remain the same. These miscellaneous funds are appropriated for congressional luncheons and contingencies. 18. Adjustments for Travel and Related Expenses will increase by $4,858. The increase includes additional revenue and Fund Balance of $2,008, and an overall decrease in expenses of$2,850. 19. The National Conference Fund will remain the same at$50,000. 20. A notation is included to reflect the payment and receipt of annual conference seed money. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Governmental Relations and Economic Development for placement on its future agenda.
