I have personally witnessed first hand what Venice beach, CA is like, which, first of all is not even a legalized state. What I have experienced inspired me to testify against Resolution 81-13. There were families that were walking by and were being asked if they would like to get a marijuana card at half price. The sellers were young people a bit older than I, supposed to be "licensed physicians" wearing physicians clothing. Any one who walked by was targeted, no matter what age. I myself was asked. My concern is that this is going to happen here. People will be lined up on our beaches and on our sidewalks targeting absolutely any one, including the youth to possess marijuana. The fact is that access IS use! If it is available, it will be used, especially if it is offered with no consequences to youth. If you have noticed the target market is not the adult population, but the youth, the children. In the dispensaries (that were lined up one after another) there are products that are packaged like candies, and snacks. You can't tell us that those are used to medicate people, because there not. They are used to catch the eyes of the youth. This will be available to our youth, with no consequences! What will stop Big tobacco companies for targeting youth with marijuana in the same way they targeted them for tobacco. Remember what they specifically said "the target market is the youth", and things like "If you aren't going to sell to children then your company will be out in 30 years." Is this the direction we want to go? Do you think this is right and marijuana should be used as the next big thing to add to the use of alcohol and other drugs in our communities? I am urging you to wait to past SMART decriminalization legislation that includes harm reduction for our children. Comm. N . i 7 3. Ref. To: C,i Ref. Date MAR 2`B 2013 R •Y , "h t i s t s„ .
