COMMITTEE ON PUBLIC WORKS AND PARKS
DATE: July 6, 2000 RE: COMM. NO. 820 / BILL NO. 277
PLACE: Councilroom
TIME: 9:06 a.m.
Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Public Works and Pazks, to which was referred Communication No. 820,
and attached Bill No. 277, reports as follows:
The purpose of Bill No. 277 is to eliminate all parking meter zones in Downtown Hilo, except
for the azeas around the Federal building (post office) and the County building. In lieu of
pazking meter zones, time limit pazking zones will be established and noticed by posted signs.
Communication No. 820 is from Council Member Bobby Jean Leithead-Todd, dated
June 20, 2000, transmitting Bill No. 277 for the Council's review and consideration. Ms.
Leithead-Todd informs Your Committee that this measure will put into effect the current
moratorium that is in existence. However, parking meters along the Federal Building and at
the County Building will still need to be enforced. Your Committee was also informed by
Council Member Leithead-Todd that the parking meters not requiring payment will not be
removed due to the cost of removing the meter heads.
Your Committee is in accord with the purpose and intent of Bill No. 277, and recommends
that it pass first reading.
