HISTORY
Since the introduction of the current ordinance published and enacted in
1988,Low Pressure Sodium(LPS)lamps have been the predominant
source of outdoor lighting on the Big Island of Hawaii.

LPS LAMP DRAWBACKS:
I. The LPS lamp is very long similar to linear fluorescent.
The large size of the lamp makes it difficult to distribute the light
produced by the lamp effectively.Poor control of light distribution,
when the lamp is placed in a fixture,significantly retards the
otherwise high efficiencies of the lamp.
2. Because LPS fixtures efficacies*are poor,shielding has not been
mandated,creating unnecessary light pollution on the island.
3. The exceptionally large size of LPS fixtures is also troublesome in
Hawaii's typical windy conditions.
4. Lamp disposal needs special handling—sodium and water are
combustible.
5. The color production of Low Pressure Sodium,although good for
astronomy,is poor at best for all other purposes. The light
production from LPS is basically monochromatic producing a
black and white(orange and white)condition.EMT responders
cannot tell the difference between blood and oil and the color is
also too close to amber—caution traffic lights.

COUNTY INITIATIVE
• Approximately five years ago the County began a research and
testing program involving physicists,electrical engineers,lighting
specialists,astronomers and traffic professionals to evaluate the
validity of new lighting technologies.
• Lensing experts combined with one of the leading manufacturers
of LED light engines produced a product tailored for County
roadway needs.

• The County with astronomy leaders then examined
the physical application and operation of the new LED light
fixtures for the following two years.

• In application the County selected a color temperature of 3550
Kelvin with a Color Rendering Index(CRI)of over 40.
This was a significant improvement over LPS which has a CRI of
approximately 2.

The cool white LED with a filter is preferred for street lighting, but the
warm white with filter may also be approved for use throughout the
private sector for any outdoor applications.

i The highest priority for the County however is energy reduction.
LED light sources are inherently point sources which can make the
management of beam patterns very effective. Management of beam patterns
allows the light to be directed to only where it is intended and increases the
efficacy of the fixture.
The manufacturer of the LED light engine,Fiti,a division of Foxconn,was
carefully selected and is now producing measured productivity of up to 100
lumens per watt.

to replace 180 watt LPS(total 226 watt usage)

a one for one basis and produce substantial energy savi

entities in the County of Hawaii,
but it is agreed that Dark Sky's
will be one of the new
requirements island wide.

•All new installations of outdoor lights,both public and private
will be required to have full shielding—with logical exceptions
like outdoor sports events and emergency lighting.
• Fixtures presently grandfathered in will be required
to be up dated to fully shield as they are replaced. "+►
