RESOLUTION NO. 102 13
A RESOLUTION URGING THE 2013 HAWAII STATE LEGISLATURE TO SUPPORT
FUNDING TO REOPEN KULANI CORRECTIONAL FACILITY AND PASS
LEGISLATION SUCH AS HOUSE BILL 200 HD1 SD1, RELATING TO THE STATE
BUDGET.
WHEREAS, on August 24, 2012, Governor Abercrombie released funding to reactivate
the Kulani Correctional Facility (KCF); and
WHEREAS, the Hawai`i National Guard's Youth CHalleNGe Academy has had use of
the dormitories and the kitchen\dining facilities to keep them in continuous use; and
WHEREAS, all mechanical, electrical, fire alarm, and sprinkler systems have been
maintained since KCF closed; and
WHEREAS, reopening KCF would return up to 200 of Hawai`i's prisoners currently
incarcerated in private prisons on the mainland; and
WHEREAS, according to Hawai`i Department of Public Safety Director Ted Sakai, the
reopening of KCF will return more than $4.7 million to the local economy and create up to 90
new jobs; and
WHEREAS, Mr. Sakai supports adding programming to the facility that provides a link
to the Hawaiian culture, values and history such as a Pu`uhonua alternative program; and
WHEREAS, the proposal to integrate a Pu'uhonua alternative program would
incorporate Hawaiian cultural traditions in preparation for reintegrating prisoners to be released
from prison; and
WHEREAS, an agricultural garden would provide both food and vocational training
including skills in gardening and landscaping; and
WHEREAS, the Hawai`i County Council supports the reopening of KCF with a
Pu`uhonua alternative program; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
2013 Hawai`i State Legislature is hereby urged to fund the reopening of the Kulani Correctional
Facility by passing Legislation such as House Bill 200 HD1 SD1.
BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this
resolution to the Honorable Governor Neil Abercrombie, all Hawai`i State Senators and
Representatives, the Honorable Mayor William P. Kenoi, and Hawai`i Department of Public
Safety Director Ted Sakai.
