Subject: Comm: 149: Nominees for the Kona CDP Action Committee
Good morning. I would like to express my support for Council approval of
the five nominees presented for the Action Committee of the Kona CDP.
Each has unique talents and perspectives representing the variety in our
community and all have a long history of contribution to this Kona
community in their own individual ways.
I served on the Steering Committee during creation of the Kona CDP and
am Chair of the Kona CDP Action Committee (AC) charged to help
implement it, being one of the last 2 original appointees with a 4 year term,
which expires in June. At present, we have only Bo Kahui and myself as
original members and 2 recent appointees, so 4 members out of the
required 9 members. Fortunately several of those members with expired
terms have continued to serve in a holdover capacity so we can keep
quorum and continue to meet. Your concurrence with these nominees will
allow several months in my remaining term to help these members learn
the importance of the policies and mechanisms of the KCDP, then organize
their leadership selection to move forward. Working with the Planning
Dept., I have committed to structure our next 3 AC monthly meetings as
part tutorial and part continued productivity. A special meeting of all CDP
AC members of the Island is set for early April which offers initial training
and long needed interaction between the various ACs. We need these 5
nominees appointed in March to take advantage of this valuable
opportunity.

The role of the AC is advisory to the Planning Director to keep the flame of
the Kona CDP alive and the Guiding Principles and policies implemented.
Unlike almost any other board for which you approve appointments, the AC
does not approve any individual project application or new County policy.
We strive to see opportunities, blind alleys and bumps in the road and to
work individually and collectively to find collaborative solutions and to
nurture desired outcomes. We recommend CIP priorities, have a program
of work with Project priorities (attached) and work closely with the Planning
Dept. to see policies implemented. We are presently involved in
discussions on revisions to Ch. 23 subdivision code and Ch. 25 zoning
code to help bring the KCDP elements of Smart Growth into the land use
policies of the County. The next update of the General plan is approaching
and the AC will be deliberating recommendations for amendments to
internalize the CDP into the GP, wherein the last update wisely created the
CDP as a regional planning tool.
Interest, willingness to serve, the ability to communicate and the willingness
to collaborate are key components to the success of participation in the AC.
These characteristics have been demonstrated to the Administration in
screening these nominees. I ask for your support and approval of all 5 of

Priority Projects
**To include in the Operating Budget*** To have the Planning Department have the full
implementation of the Design Center as a number 1 project, providing staff training opportunities
regarding SmartGrowth.

Part A- TRAN 6. Implementation plan for Arterial/Collector Network (Makai Arterial Parkway
&Mauka- Makai Collector Roads (La`afoa Avenue, Lako Street Extension, Ane
Keohokalole Highway, Marnaiahoa Bypass)
Part B -TRAN 3. Implement a Multi-modal Program including bikeways and walkways and
retrofitting Ali'i Drive as a model project.
Work with County Administration/Departments to internalize the KCDP policies and implementation
actions into their Operational structures (e.g. PD, LU 4.1 Design Center), Operating Policies (e.g.
Trans 2.1 Connectivity, 3.1 roadway standards, 3.4 retrofit streets & 3.6 Multi-modal network; LU
1.1-1.6 Urban area growth pattern 8i 3.1-3.8 Rural area growth management; CR 1.1 KCRC) and
CIP budgeting (e.g. Tran 1.2 Priority roads; LU 2.1 TOD implementation; and Pub Fac 2.1c S. Kona
police station& 2.3a S. Kona Fire station).
Infrastructure to support Keahuolu/Laiopua as first TOD, e.g. Matu wafea connection to AKH and
Keafakehe WVV fP capacity expansion& upgrade to generate reclaimed water.
Seek funding and hire consultant to collaborate with the KVID, QLT, Lanihau Partners and others to
create the Kailua/Makaeo Village TOD master plan to include a transit hub and a circulation plan (LU
2.1-2.5).
