I. Functions of Sections under DEM
• Business Services Section (BSS): Business Manager is Robin Bauman.
• Wastewater Division (WWD): Acting WWD Chief and Acting WWD Deputy are Lyle
Hirota& Riz Mangaoang.
• Solid Waste Division (SWD) [Recycling & Abandoned Vehicle Section]: SWD Chief is
Greg Goodale.
II. Funding Sources for the Departments & Sections
• DEM & BSS: Funded through 3 special funds.
• WWD is special funded through sewer use fees. Will require a general fund subsidy to
continue to function adequately.
• SWD is special funded and receives a general fund subsidy.
• The AV section is special funded through vehicle disposal fees (collected by Dept. of
Finance) and does not receive a general fund subsidy.

V. Significant fund needs in FY13-14 Budget
• WWD:
1) Fund 7 vacant recently unfunded positions. Total Cost: $329,352
2) Increase funding by $1,135,000 for line items in the OCE (Operating Cost Expenses)
budget.
• SWD:
1) Fund 3 vacant recently unfunded positions. Total Cost: $158,724
2) Fund 5 vacant previously unfunded positions. Total Cost: $299,173 (with benefits)
3) Fund the Certified Redemption Center (HI-5) Program. Total Cost: $460,000
