Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 58
reports as follows:
Bill No. 58, transmitted by Public Works Director Warren H. Lee, via Communication No. 223
dated March 15, 2013, amends Chapter 14, Article 9, Section 14-55 (Tables), of the Hawai`i
County Code 1983 (2005 Edition, as amended)by deleting the Operations Restrictions for LED
fixtures with less than two percent blue light content and traffic color compliant.
The purpose and intent of this measure is to allow for the use of Class II LED fixtures within all
private and public right-of-ways.
Your committee received testimony in support of this measure from Ms. Susan Fischer who
represented the North Kohala Community Development Plan.
Your Committee finds that replacing Low Pressure Sodium fixtures with LED fixtures with less
that 2%blue light content and traffic color compliant will significantly improve traffic safety
conditions for motorists and emergency responders. These fixtures with a Spectral Power
Distribution have a low blue content which reduces light pollution and is ideal for astronomical
studies. Further, LED street lights cost less to operate and maintain and is estimated to produce
an annual savings of over $275,000.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and
intent of Bill No. 58, and recommends its passage on first reading.
