Dear Chairman Onishi and Committee Members:
It is my pleasure to submit for your confirmation the appointment of Laverne Omori as Director
of Research and Development for the County of Hawai'i, pursuant to the requirements of the
Charter of the County of Hawai'i.
Ms. Omori served as the County of Hawai'i Deputy Director of Research and Development from
January 16, 2010 through December 2, 2012 and currently serves as Acting Director of
Research and Development. During this period she worked effectively with the department and
administration in overseeing Research and Development.
Pursuant to Rule 5(6) (g) of the Rules of Procedure and Organization of the Council of the
County of Hawai'i, we respectfully request a waiver of this nomination through Committee so
that it may be considered by the full Council on May 15, 2013.

• Responsible for the Research and Development department: Provide leadership and support
to enhance the quality of life and sustainability of Hawai'i Island's communities in the areas
of agriculture, small business development, tourism, energy, film, community development
and information and resources to the public. Collect and develop data necessary for
program and policy making; provide staff direction and support for public and private
developmental programs, including economic, social and cultural proposals.

• Serves as Assistant to the Department Director and in his/her absence as the Department
Director to carry through responsibilities as stated above.
Economic Development Specialist II, Research & Development (Nov. 1, 2006-Jan.
15, 2010)
• Participates in planning, developing, coordinating, and evaluating economic development
programs to promote Hawaii's products and to encourage the expansion of business and the
attraction of new business to Hawaii; assists communities in identifying economic
development endeavors; participates in developing and promoting sustainability programs
and implementing sustainability initiatives; provides technical training and assistance to the
community groups; conducts research and analyses on a wide variety of topics associated
with economic development; prepares reports of findings and recommendations.
Aging Program Planner, Office of Aging (May 17, 1999—Nov. 1, 2006)
• Plans, develops, coordinates, and/or directs a county-wide system of services for older
adults; conducts program and operational studies, analyses, and evaluations; develops plans
and assists in policy recommendations; maintains a system of managing funding and review
of federal, state, county, and private grant-aided agencies.
Program Director II& III, Parks& Recreation (Nov. 1, 1991 —May 16, 1999)
• Plans, develops, and coordinates all details of assigned activities to develop a program area
in support of the County's comprehensive program for older adults; participates in the
collection, compilation, interpretation, and analyses of data on the nature and extent of the
needs of older adults to determine program goals and objectives.

RE: Communication No. 259 : A Communication submitting for the Council's
confirmation the appointment of Laverne Omori as the Director of the Department of
Research and Development.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Governmental Relations and Economic Development to the full
Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore
advantageous that approval is granted and the matter be placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Committee on Governmental Relations and Economic
Development for placement on its future agenda.
