Aloha Committee Chair Margaret and fellow members.Thank you for giving us the opportunity to
address issues that affect the users of our public land and water.
Mission Statement: "To preserve and protect our Island way of life be it public access, hunting,
fishing and gathering or other uses of our public lands".
Major issue of concern:
HUNTING:
Aerial eradication ban:
In 1998 a stipulation between Plaintiffs(Sierra Club) and the State,(A totally illegal agreement as such
activity was banned under State law HRS 263-10)was approved and so ordered by the Federal Court and
allowed the State to aerial eradicate ungulates only over Palila Critical Habitat.

Now The State requests the Federal Court to declare that the County's Aerial Eradication Ban violates a
federal court order and is preempted under federal law, as applied to the State's aerial eradication
efforts. Fine.
Our concern is this.The court order is for palila critical habitat only. The above State request reads,
"As applied to the State's aerial eradication efforts".
I want to be absolutely assured that there is no intention of overturning our County ordinance to
allow DLNR to aerial eradicate anywhere else.
I find the State request of the federal court to be a nefarious one.The State could have requested from
the County an exemption to our ordinance to allow them to aerial eradicate over PCH.
Again, the State fails to work with the County to mediate problems and chooses to strong arm the voice
of our Island people.
Please do whatever you can to clarify this issue.

Identifying Lands for Game Management: Itet Ot-010'4 To cr TV suit
A major factor inhibiting our ability to manage game is the absence of Habitat Conservation Plans for
our Island. In order for game management to occur an HCP must be completed for that particular area.
Currently there is a HCP for Puu Anahulu and Puu Waa waa and is sitting on someones desk at DOFAW.
This plan was ten years in the making and received an additional $183,000 from USF&W in 2010 for
completion and yet no plan.
We are working with a Senator from Oahu to investigate and report what the status of this plan is.
Once this plan is released and approved by the BLNR we would be able to manage game in these areas.
Unfortunately I was told that because BLNR has close ties to the environmental community, that they
would not pass any HCP's.
We try but how are we to succeed?Auwe!
ISLAND CULTURE AND TRADITION:
Taro Security and Purity Task Force:
I had the pleasure of meeting with Board member Danny Bishop. We are interested in partnering with
them to help insure and improve access to taro-growing lands, water and traditional Hawaiian taro
cultivars throughout the State.
WATERSHED PROTECTION, FENCING, ERADICATION AND RIGHT TO TRANSVERSE:
Passage of Senate bill SB1166 HD1 will forever change the way we view our forest and watershed.This
bill has the potential to impact residents throughout Hawaii. Funding from this bill will be directed to the
Natural Area Reserve System Program and will achieve its directive by fencing and eradicating most of
the remaining forested areas of our Island and our neighbor Islands.
We opposed this Bill but offered a compromise if the Legislature would support an amendment that
would direct 10%of collected funds to the Wildlife Revolving Fund. This would help reduce the impacts
that SB1166 HD1 has in its current form. Additional funding to the Wildlife Revolving Fund would help
improve access, habitat, game quality, education and better sustainability of our Islands through game
management. Something that the State has fallen short on.
The current form of SB1166 HD1 has the potential to give the NARs program an additional 10 million
dollars per year and nothing to the Wildlife Revolving Fund. No Balance again!
DLNR AMENDMENT CHANGES:
Tonight at the Hilo Dofaw office 6pm the DLNR will be taking public testimony on new amendments to
Hawaii Revised Statutes.
Tomorrow night at the Kona civic center 6pm same meeting.
We strongly urge hunters and farms to attend.These rule changes will affect your ability to transport
pigs from trap,transport and remove pigs from one place to another.
Another tradition soon to be enforced and allow for forfeiture of your possessions.
