TESTIMONY BY UNITED PUBLIC WORKERS
COMMITTEE REFERRAL 233 - NOMINATION OF ALTON NOSAKA OF
COUNCIL DISTRICT 4 TO THE COUNTY OF HAWAI'I TRANSPORTATION
COMMISSION
My name is Dayton M. Nakanelua and I am the State Director of the United
Public Workers, AFSCME, Local 646, AFL-CIO (UPW). The UPW is the exclusive
representative for approximately 14,000 public employees, which include blue collar,
non-supervisory employees in Bargaining Unit 01 and institutional, health and
correctional employees in Bargaining Unit 10, in the State of Hawaii and various
counties. The UPW also represents about 1,500 members of the private sector.
The UPW strongly supports the confirmation of Alton Nosaka to the County of
Hawai'i Transportation Commission.
Mr. Nosaka has been an exceptional business agent at the United Public Workers
since 2004 and is the current elected chairperson of the Big Island Labor Alliance
(BILA), a coalition of sixteen construction and non-construction unions. As State
Director, I have seen the positive effects that Alton's first-class work has had on our
union. He has made us all extremely proud. I firmly believe that his skill set and passion
for service will serve the County of Hawai'i well.
After your full consideration of Mr. Nosaka's background, character, experience
and qualifications, the UPW respectfully asks that the Hawai'i County Council find Alton
Nosaka qualified and confirm his nomination.
