Your Committee on Public Works and Parks, to which was referred Communication No. 851, and attached
Resolution No. 297-00, reports as follows:
The purpose of Resolution No. 297-00 is to authorize the County, pursuant to Section 101-13 of the Hawaii
Revised Statutes, which requires that condemnation action by the County must be authorized by a resolution
of the County Council.
The County of Hawaii has planned and is ready to extend the existing Puainako Street in lower Hilo to the
Saddle Road junction with Kaumana Drive in upper Hilo. This road extension will help alleviate vehicular
traffic congestion on the existing Kaumana Drive that has historically suffered from a high ratio of traffic
accidents, and will also provide a safe highway standard connection to the planned Saddle Road
improvement project connecting East and West Hawaii. The extension of Puainako Street has been
determined by the County of Hawaii as providing a regional public use and purpose which will benefit the
County of Hawaii, and deems it necessary to invoke its condemnation powers in acquiring a portion of and
easements across Tax Map Key (3)2-5-045:014, situate at Kukuau 2"d, District of South Hilo, County and
State of Hawaii, to complete the extension of Puainako Street.
Communication No. 851 is from Deputy Corporation Counsel Gerald Takase, dated
.Iuly 12, 2000, transmitting Resolution No. 297-00, for the Council's review and consideration.
Council Member Julie Jacobson voted kanalua times two.
Your Committee is in accord with the purpose and intent of Resolution No. 297-00, and recommends that it
pass first reading.
