RESOLUTION NO. 380
WHEREAS, on October 7, 1961 , the skiff, Ellen-O,
containing its crew and passengers , capsized a quarter
mile off shore in Hilo Bay; and
WHEREAS, the units of the County Fire Department
responded to an emergency rescue call off Kcokeo Point,
Hilo, Hawaii ; and
WHEREAS, rescueman, ROBERT NAPEAHI , a member of the
Rescue and Search Squad, swam from the vicinity of the Hilo
Yacht Club to the distressed Ellen-0 and assisted its
passengers and crew to cling onto the skiff and out from
the rough surf; and Senior Driver ELVIN KANOKU, likewise
from the Rescue and Search Scuad, paddling a rubber raft
and manuevering over high waves at Onekahakaha Beach,
conducted a one-man rescue pickup; and
WHEREAS, ROBERT NAPr'.AHI and ELVIN KANOKU further
assisted the owner of the Ellen-O in keeping the skiff away
from high wave action, thereby preserving and ultimately
saving the skiff; and
WHEREAS, the courageous actions of these two off-duty
firemen, responding to an emergency call , thereby preserved
lives and property;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
SUPERVISORS in and for the County of Hawaii at its meeting
held this date , through this resolution, commends its civil

which lends credit to the Fire Department of the County
of Hawaii .
BE IT FURTHER RESOLVED that the County Clerk be and
is hereby directed to forward copies of this resolution to
the above-named members of the Fire Department .
