Your Committee on Public Works and Parks, to which was referred Communication No. 903, and
attached Bill No. 309, reports as follows:
The purpose of Bill No. 309 is to amend Chapter 24, Article 1, Section 24-4 of the Hawaii County
Code 1983 (1995 Edition) relating to the use of coasters, roller skates, roller blades, skateboards and
other similar devices prohibited. The bill adds the Kailua Village Commercial area, and public areas in
the Waiakea Peninsula as areas where the use of coasters, roller skates, roller blades and skateboards
and other similar devices would be prohibited.
Communication No. 903 is from Gerald Monden, Legislative Analyst, to Council Member Bobby Jean
Leithead-"Todd, dated August 9, 2000, transmitting Bill No. 309, which incorporates the requested
recommendations of the Hawaii County Police Department for additional prohibited areas.
Council Member J. Curtis Tyler informed Your Committee that there was no communication from the
Kona community, and moved to delete Section 24-4 (b) 2 in its entirety, and to renumber (b) 3 to (b) 2.
The motion was unanimously carried.
Council Member Nancy Pisicchio voted kanalua twice on the final motion stated below.
Your Committee is in accord with the purpose and intent of Bill No. 309, as amended to Draft 2, and
recommends that it pass first reading.
