Re: Resolution to Negotiate Lease
Na Kahua Hale 0 Ulu Wini ("Ulu Wini") is a program owned by the County of Hawaii and
overseen by the Office of Housing and Community Development(OHCD) in North Kona. Ulu Wini
is located on 9.6 acres that will consist of 96 service-enriched two-bedroom units, a community
center, an Education Training Facility ("ETF"), and a wastewater treatment plant that services
transitional and low-income families. The ETF is a 13,080 square foot warehouse consisting of
three separate bays, completed in December 2012.
Habitat for Humanity West Hawai`i is a nonprofit organization, whose mission is to empower
families, and to build community and hope through home ownership for low income partner
families. They desire to lease Bay 1 in the ETF.
Enclosed is a resolution authorizing the Director of Finance to negotiate the lease of this real
property. This resolution also authorizes the Mayor of the County of Hawai`i to execute said lease
agreement on behalf of the County of Hawai`i following approval by the Council.

A. REQUEST:
Resolution for the lease of warehouse space at the Educational Training Facility located at the Kaloko
Housing Program, Na Kahua Hale 0 Ulu Wini to Habitat for Humanity West Hawai'i.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
WHEREAS, Section 2-120 (a) provides that the Council of the County of Hawaii may, by resolution
approved by a majority of its members, direct the finance director to negotiate the disposition of real property
by: (2) Leasing it to governments, governmental agencies, nonprofit organizations, or affordable housing
developers at such rentals and on such terms and conditions as deemed proper.
