Please find attached Resolution No. 107-13, Draft 2. Resolution No. 107-13 was amended with
Communication No. 255.1 as approved on May 15, 2013. Subsequent to amending, the Council
suspended its rules (Council Rule No. 24 (1)(e)) and adopted the resolution.
