My name is Sherry Grenier. My husband, David, and I own a home on
Halekii Street in Kona Scenic subdivision, where we live with our
two daughters and pets .
My testimony regards the Oceanside 1250 Development being planned
for our area.
As I have understood it, Halekii Street would not be used as a
connector road for public use until the entire bypass highway has
been completed. However, I was just informed by another resident
that according to the Project Manager of Oceanside 1250, Dick Fry,
this does not apply to construction traffic for the project, and
that they do plan to use Halekii Street for their access prior to
completion of the bypass highway. I feel strongly that under no
circumstances should construction traffic be permitted to travel up
and down Halekii Street prior to the opening of the Bypass .
This testimony should not be construed as my endorsement of the
project; however, if approval is going to be given to Bill #158,
Condition M must be amended so that Halekii Street cannot be used
for construction traffic. Condition M must require the developer
to find and use an alternative construction access to their
property prior to the completion of the Bypass Highway. This must
be added as a condition of approval for Bill #158.
Kona Scenic Subdivision, as a residential neighborhood, is home to
many children and pets . This makes Halekii Street unsuitable for
use by large trucks and other equipment . Years of construction
traffic, traveling up and down this road, would not only add a huge
interference to our lives, but also make it more dangerous place
for our families . Because of the extremely steep grade, even
school buses are now forbidden from using it. Other services, such
as bottled water delivery are not even available in our
neighborhood due to steepness of the road. The size and weight of
the construction vehicles anticipated greatly exceed those of
delivery trucks and school buses, and will unnecessarily create
extremely hazardous conditions for those of us living here .
Additionally, the lack of traffic signals at the intersection of
Halekii and the Mamalahoa Highway will place a further, and
significant safety hazard on that intersection.
I feel that prohibiting construction traffic by the amendment of
Condition M in not an unprecedented, nor unreasonable request in
that the Council has made this a stipulation in other developments,
such as the recent development adjacent to Kona Heights .

I am giving the Council Members the benefit of assuming this
failure to prohibit construction traffic use of Halekii Street as
an oversite, to date. I am confident that you will rectify this
situation by amending Condition M so that construction traffic is
forbidden use of Halekii Street prior to, and following completion
of• the Bypass Highway.
If the Council fails to amend Condition M accordingly, I must
advise you that I will consider the omission of this amendment a
grave, negligent act if any tragedies, be they human, pet or
property occur as a result of the use of Halekii Street
for construction traffic for this project.
