This memorandum will follow-up my recent discussion with your staff regarding the
assessment methodology utilized by this office in developing the fair share contribution as
required by Condition T of Change of Zone Ordinance No. 94-73. Below is a table outlining
our calculations:

As suggested during consideration of an draft impact fee ordinance by the county, a five
percent discount to the net development impact fees was applied to the Villages at Hokukano
impact fee assessment calculation to encourage the use of the draft development impact fee
schedule. A development impact fee assessment for sewer system improvements was not
included since the applicant represented to the county that a private wastewater disposal
system will be constructed to accommodate the wastewater needs of the entire Villages at
Hokukano development.
We hope the information above clarifies the pricing and assessment methodology contained
within Condition T of Change of Zone Ordinance No. 94-73.
