Subject: Proposed Amendments to Bill No. 79; Relating to Genetically Modified v:
Organisms
The following is a summary of the key changes to Bill No. 79 in my proposed Bill No. 79, Draft
2 by substitution:
1. The findings and purpose section has been reworded, added to and reorganized. I also
have structured the bill so that this section will become part of the County Code;
2. Authority has it's own section;
3. Definitions have been amended by:
(a) changing the director to the director of the department of research and
development,
(b) adding a definition for genetically modified organisms,
(c) amending a definition for physically contained to make it less restrictive,
(d) adding a definition for registration;
4. Exemptions have been restructured and amended by;
(a) adding a horticultural exemption,
(b) adding a papaya exemption,
(c) amending the livestock exemption to make it less restrictive;
5. Adding a section and fee for registration; and
6. Penalties were amended by adding a $500 per day additional fine for continued non-
compliance.
