R. � TWENTY-SEVENTH LEGISLATURE, 2013 toe( STATE OF HAWAII HOUSE RESOLUTION REQUESTING THE CHAIRPERSON OF THE BOARD OF LAND AND NATURAL RESOURCES TO ESTABLISH A COASTAL MEMORIALS TASK FORCE. 1 WHEREAS, the natural beauty of Hawaii' s coastlines is a 2 unique and important feature to our island state; and 3 4 WHEREAS, the preservation of this natural beauty is of the 5 utmost importance; and 6 7 WHEREAS, allowing public access to our coastlines and 8 coastal areas ensures that residents and visitors alike are able 9 to enjoy and experience the natural beauty of our island state; 10 and 11 12 WHEREAS, ensuring the safety of the public and visitors 13 accessing coastal areas and coastlines necessitates the creation 14 and implementation of policies governing permissible activities; • 15 and 16 • 17 WHEREAS, many members of the public erect memorials on the 18 coastlines and coastal areas of our islands in remembrance of 19 loved ones who have passed; and 20 21 WHEREAS, in order to preserve public access to our 22 coastlines and coastal areas as well as ensure the safety of the 23 public when accessing those areas, there is a need to evaluate 24 and consider the creation and implementation of policies 25 regarding the creation of those coastal memorials; now, 26 therefore, 27 . 28 BE IT RESOLVED by the House of Representatives of the 29 Twenty-seventh Legislature of the State of Hawaii, Regular 30 Session of 2013, that the Chairperson of the Board of Land and 31 Natural Resources is requested to establish a Coastal Memorials 32 Task Force; and I do hereby certify that the within document HR HMS 2013-2215 is a full, true and correct copy of the original on file in this office. iirniu'uiewu'i,iuuii Z.r� Chief Clerk House of Representatives State of Hawaii • Page 2 H . Io 1 BE IT FURTHER RESOLVED that the Task Force consist of 2 eleven members, including the following members: 3 4 (1) The chairperson of the board of land and natural 5 resources or the chairperson's designee; 6 7 (2) The director of transportation or the director' s 8 designee; 9 10 (3) A member of the house of representatives, appointed by 11 the speaker of the house of representatives; 12 13 (4) A member of the senate, appointed by the senate 14 president; 15 16 (5) One representative from each county, appointed by the 17 respective mayor; 18 19 (6) A member of the community, appointed by the speaker of 20 the house of representatives; 21 22 (7) A member of the community, appointed by the president 23 of the senate; and 24 25 (8) A member of the community, appointed by the governor; 26 and 27 28 BE IT FURTHER RESOLVED that all members of the Task Force 29 be appointed no later than 30 days after the last day of the 30 regular session of 2013 and that the Task Force convene its 31 first meeting within 30 days of the appointment of its last 32 member; and 33 34 BE IT FURTHER RESOLVED that the Task Force: 35 36 (1) Review and evaluate the practice of erecting coastal 37 memorials with respect to the safety of beach users; 38 39 (2) Develop standards to regulate the practice of erecting 40 coastal memorials; and HR HMS 2013-2215 1101®I111111I111l1 . a Page H . NO. 10 '? 1 (3) Consider the size, placement, and duration of coastal 2 memorials in its review; and 3 4 BE IT FURTHER RESOLVED that the Task Force submit a report 5 of its findings and recommendations, including proposed 6 legislation, to the Legislature no later than 20 days prior to 7 the convening of the Regular Session of 2014; and 8 9 BE IT FURTHER RESOLVED that no member of the Task Force 10 shall be made subject to Chapter 84, Hawaii Revised Statutes, 11 solely because of that member's participation as a member of the 12 Task Force; and 13 14 BE IT FURTHER RESOLVED that the Legislative Reference 15 Bureau is requested to assist the task force in preparing its 16 findings, recommendations, and proposed legislation; provided 17 that the Chairperson of the task force is requested to submit a 18 draft of the task force' s recommendations to the Legislative 19 Reference Bureau for drafting no later than November 1, 2013; 20 and 21 22 BE IT FURTHER RESOLVED that certified copies of this 23 Resolution be transmitted to the Chairperson of the Board of 24 Land and Natural Resources; Director of Transportation; Mayor of 25 each county; Chair of the County Council for each county 26 including the City Council of the City and County of Honolulu; 27 Chairperson of the Senate Standing Committee on Water and Land; 28 Chairperson of the House of Representatives Standing Committee 29 on Water & Land; and Acting Director of the Legislative 30 Reference Bureau. 31 32 - / / It#:31°A.- .0..* _ 'Ar , OFFERED BY: I� 4 L 11146412 -. , t•t•gA•o-------- 'Zjt:Pl 'A ...-- , el't,.
