HomeMy WebLinkAboutREP FC 070 06/04/2013 (2012-2014) REPORT OF THE COMMITTEE ON FINANCE DATE: June 4, 2013 Re: Comm.No. 287/Res.No. 119-13 PLACE: Council Chambers Kona, Hawai`i TIME: 1:34 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Resolution No. 119-13, reports as follows: Resolution No. 119-13,transmitted by Finance Director Nancy Crawford, via Communication No. 287 dated May 16, 2013, authorizes the Finance Director to lease real property in the Education Training Facility in Na Kahua Hale 0 Ulu Wini Community in North Kona to Habitat for Humanity West Hawai`i. The resolution authorizes the lease of warehouse space at the Educational Training Facility (ETF) located at the Kaloko Housing Program,Na Kahua Hale 0 Ulu Wini to Habitat for Humanity West Hawai`i. The ETF is a 13,080 square foot warehouse consisting of three separate bays, of which Habitat for Humanity desires to lease Bay 1, containing an area of 7,114 square feet, including a built-in mezzanine in the ETF. The facility will be used as a training area for low-income families, providing them with social support and stress residential stability, and will also be utilized by Habitat Restore for the sale of inventory generated through generous donations of local businesses and community members. A floor amendment was verbally made by Council Member Poindexter to remove the apostrophe in the word "it's" in the eighth WHEREAS clause of the resolution. The amendment was approved unanimously. Council Member Eoff spoke in support of the resolution. She pointed out the opportunity of training and education that the people of the Ulu Wini Community will have within walking distance to them. Pursuant to Section 2-120 (a) (2), Hawai'i County Code,the Council of the County of Hawai`i may, by resolution approved by a majority of its members, direct the finance director to negotiate the disposition of real property by"[1]easing it to governments, governmental agencies, nonprofit organizations, or affordable housing developers at such rentals and on such terms and conditions as deemed proper."
