No. 24/Res.No. 18-13 PLACE: Council Chambers Kona, Hawai`i TIME: 1:34 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Resolution No. 18-13, reports as follows: Resolution No. 18-13, transmitted by Council Member Margaret Wille, via Communication No. 24 dated December 3, 2012, establishes a Real Property Tax Stakeholders Task Force. On December 18, 2012, Your Committee postponed the measure to the call of the Chair; and at its April 30, 2013 meeting, the measure was further postponed to June 4, 2013. During the April 30, 2013 meeting, a proposed amendment was transmitted via Communication No. 24.3 by Council Member Wille, dated April 11, 2013. She recommended that the Real Property Tax Taskforce to include Council Members Poindexter and Onishi; Finance Director Nancy Crawford; Real Property Tax Administrator Stanley Sitko; Real Property Assistant Administrator Lisa Nahoopii; Deputy Corporation Council Ryan Kanakaole; and three members of the public: Stewart Hussey, Bob Price and Jeanne Sunderland. Ms. Wille explained that the main purpose of the Ad Hoc Committee was to review the International Association of Assessing Officers (IAAO) recommendations and to prioritize their findings to present to the Council. In the course of the Finance Committee meeting on June 4, 2013, Council Member Wille withdrew Comm. No. 24.3. Your Committee amended Res. No. 18-13 with the contents of Comm. No. 24.10, proposed by Ms. Wille, which changes the Real Property Tax Taskforce members to include Council Members Wille and Onishi; Finance Director Nancy Crawford; Real Property Tax Administrator Stanley Sitko; Real Property Assistant Administrator Lisa Nahoopii; Deputy Corporation Council Ryan Kanakaole; and three members of the public: Janice Mahuna, Bob Price, and Stewart Hussey. For informational purposes, Janice Mahuna and Bob Price were members of the Real Property Tax Ad Hoc Committee. Finance Director Nancy Crawford appeared before Your Committee and addressed several of the Council Members' concerns. She stated that some of the recommendations brought forth by the Real Property Ad Hoc Committee are already being worked on. She is pleased to see that the Real Property Tax Work Group is moving forward and noted that the agriculture classification will be the first priority of the new task force. In order to implement new tax classification and dedication program changes into the next tax year, Ms. Crawford would like to see the Council move quickly in finalizing a selected core task force group. FC Report No. 74 FC-74 Page 2 June 4, 2013 Ms. Wille mentioned that participation is not limited to only the core members of the Real Property Tax Work Group but will be flexible receiving expert and public recommendations. Council Member Ford spoke in support of the resolution, and noted that fairness is a requirement she hopes to see in the appointed task force. She recommends adding a Forestry and Watershed zoning as a new classification.
