COUNTY OF HAWAII •• �" / •' STATE OF HAWAII RESOLUTION NO. 119 13 (DRAFT 2) A RESOLUTION AUTHORIZING THE FINANCE DIRECTOR TO LEASE REAL PROPERTY IN THE EDUCATION TRAINING FACILITY IN NA KAHUA HALE 0 ULU WINI COMMUNITY IN NORTH KONA TO HABITAT FOR HUMANITY WEST HAWAI"I. WHEREAS, Section 2-120 (a) (2) of the Hawaii County Code provides that the Council of the County of Hawaii may, by resolution approved by a majority of its members, direct the finance director to negotiate the disposition of real property by "[1]easing it to governments, governmental agencies, nonprofit organizations, or affordable housing developers at such rentals and on such terms and conditions as deemed proper"; and WHEREAS, Na Kahua Hale 0 Ulu Wini ("Ulu Wini") is a program owned by the County of Hawai'i and overseen by the Office of Housing and Community Development ("OHCD"), located on 9.6 acres that will consist of 96 service-enriched two-bedroom units, a community center, and Education Training Facility ("ETF") and a wastewater treatment plant that services transitional and low-income families to provide them with social support and stress residential stability as a basic and primary goal and maximize their abilities to increase independence; and WHEREAS,the ETF is a 13,080 square foot warehouse consisting of three separated bays completed December 2012; and WHEREAS, Habitat for Humanity West Hawai'i ("Habitat"), is a nonprofit organization, whose mission is to empower families, build community and hope through home ownership for low income partner families; and WHEREAS, Habitat Restore has an inventory generated through generous donations of local businesses and community members that offers for sale to the public at discounted prices; and WHEREAS, the proceeds of sales at the Habitat Restore is used in efforts to eliminate poverty housing in West Hawai'i; and WHEREAS, since founding in 2002, Habitat has successfully completed 19 new homes, 18 critical home repairs, helped with renovation of the women's shelter, home repairs for seniors and those affected by the 2006 earthquake, and the highly covered "2012 Blitz Build," consisting of 5 homes built in 10 days for DHHL lessees in West Hawaii; and, WHEREAS, Habitat desires to lease Bay 1 consisting of 7,114 square feet, including a built-in mezzanine in the ETF ("the Property") for its Restore; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that in accordance with Chapter 2, Article 19, Section 2-120 (a)(2) of the Hawai'i County Code, the Finance Director is hereby authorized to negotiate the lease of the Property with Habitat. BE IT FURTHER RESOLVED, that the Mayor of the County of Hawai'i, is hereby authorized to execute said lease agreement for the Property, on behalf of the County of Hawaii following its approval by the Council as noted herein. BE IT FINALLY RESOLVED that the County Clerk shall transmit copies of this resolution to the Department of Finance, OHCD, and Habitat. Dated at Kona , Hawai`i, this 18th day of June , 2013.
