SENATE RESOLUTION
SUPPORTING THE EFFORTS OF NON-GOVERNMENTAL ENTITIES THAT HELP
LOCAL AGRICULTURAL PRODUCERS MEET FEDERAL FOOD SAFETY AND
FOOD SECURITY REQUIREMENTS .
1 WHEREAS, food safety and food security are immediate and
2 pressing concerns for many Hawaii consumers, producers, farmers,
3 and retailers; and
4
5 WHEREAS, the FDA Food Safety Modernization Act, P.L. 111-
6 353, which requires full compliance with food safety and food
7 security standards by 2013, has created a problem for local
8 agricultural producers and value-added producers; and
9
10 WHEREAS, food safety is critical for Hawaii ' s survival and
11 security; the burden of importing food is increasing; and there
12 is a need for the State to be self-sustainable; and
13
14 WHEREAS, full compliance with the Food Safety Modernization
15 Act ' s requirements will allow local agricultural producers and
16 value-added producers to access international and domestic
17 markets, thereby strengthening the agribusiness industry, and
18 help protect children and persons with compromised immune
19 systems from food borne illnesses; and
20
21 WHEREAS, complying with federal food safety standards is
22 critical to agribusiness in Hawaii; and
23
24 WHEREAS, state and federal agencies; produce farmers; and
25 the retail business community, including many non-governmental
26 organizations that deliver pivotal services to the people of
27 Hawaii by providing meals, are concerned and confused about the
28 future of agriculture in Hawaii; and
29
30 WHEREAS, non-governmental organizations such as the East
31 Hawaii Community Development Corporation, 4 Ag Hawaii, Kohala
32 Center, Malama Kauai, Ulupono Initiative, and the Sustainable
33 Living Institute of Maui, are assisting local agricultural
34 producers in complying with federal food safety standards by
35 providing critical food safety Solutions such as modern food-

1 safety certified facilities for use by local agricultural
2 producers; and

4 WHEREAS, the State of Hawaii and the United States face an
5 economic downturn that has created challenges to providing
6 adequate funding for programs addressing food safety and food
7 security; now, therefore,
8
9 BE IT RESOLVED by the Senate of the Twenty-seventh
10 Legislature of the State of Hawaii, Regular Session of 2013,
11 that this body supports efforts by non-governmental
12 organizations to develop opportunities and solutions with local
13 agricultural producers and value-added food processors to
14 enhance food safety and food security practices; and
15
16 BE IT FURTHER RESOLVED that certified copies of this
17 Resolution be transmitted to the Chairperson of the Board of
18 Agriculture; Director of Health; Director of Business, Economic
19 Development, and Tourism; Director of Human Services;
20 Chairperson of the Hawaii County Council; Chairperson of the
21 Maui County Council; Chairperson of the Honolulu City Council;
22 and Chairperson of the Kauai County Council .

STATE OF HAWAII
SENATE RESOLUTION
REQUESTING THE GOVERNOR TO ESTABLISH A WORKING GROUP TO DISCUSS
STRATEGIES FOR THE DEVELOPMENT AND EXPANSION OF GEOTHERMAL
ENERGY AND TECHNOLOGY.
1 WHEREAS, there is growing concern about the rising cost of
2 energy in Hawaii; and
3
4 WHEREAS, Hawaii ' s natural resources, such as geothermal
5 energy, help reduce the State' s dependence on imported oil for
6 its energy needs and make the State more self-sufficient; and
7
8 WHEREAS, geothermal energy in Hawaii has proven to be a
9 reliable, inexhaustible energy source that is nearly emission-
10 free; and
11
12 WHEREAS, geothermal energy in Hawaii offers tremendous
13 potential for growth and expansion; and
14
15 WHEREAS, the State needs a sound, comprehensive strategy to
16 ensure that geothermal energy is developed in an economically
17 feasible manner that still protects public health, the
18 environment, and cultural rights; and
19
20 WHEREAS, a working group is necessary to discuss strategies
21 for the development and expansion of geothermal energy and
22 technology, including geothermal energy and technology
23 development on the island of Hawaii and the development of a
24 geothermal energy and technology park; now, therefore,
25
26 BE IT RESOLVED by the Senate of the Twenty-seventh
27 Legislature of the State of Hawaii, Regular Session of 2013,
28 that the Governor is requested to establish a Geothermal Energy
29 and Technology Working Group to discuss strategies for the
30 development and expansion of geothermal energy and technology in
31 Hawaii, including but not limited to geothermal energy and
32 technology development on the island of Hawaii and the
33 development of a geothermal energy and technology park; and

1 BE IT FURTHER RESOLVED that the Geothermal Energy and
2 Technology Working Group be composed of the following members:
3
4 (1) The Energy Program Administrator of the Hawaii State
5 Energy Office of the Department of Business, Economic
6 Development, and Tourism, who shall serve as Chair of
7 the Working Group;
8
9 (2) The Chairperson of the Board of Land and Natural
10 Resources, or the Chairperson' s designee;
11
12 (3) The Director of Health, or the Director' s designee;
13
14 (4) The Director of the Hawaii County Civil Defense, or
15 the Director' s designee;
16
17 (5) The Chairperson of the Board of Directors of the High
18 Technology Development Corporation, or the
19 Chairperson' s designee;
20
21 (6) The Mayor of the County of Hawaii, or the Mayor' s
22 designee;
23
24 (7) The Chairperson of the Hawaii County Council, or the
25 Chairperson' s designee;
26
• 27 (8) A representative of the United States Department of
28 Energy;
29
30 (9) Two representatives of the geothermal industry, to be
31 selected by the Governor;
32
33 (10) One member from the affected community in the County
34 of Hawaii, to be selected by the Governor;
35
36 (11) One representative of the Hawaii Island Labor
37 Alliance; and
38
39 (12) One representative of the Center for the Study of
40 Active Volcanoes at the University of Hawaii at Hilo,
41 to be selected by the Chancellor of the University of
42 Hawaii at Hilo; and

l BE IT FURTHER RESOLVED that the Geothermal Energy and
2 Technology Working Group is requested to submit a report of its
3 findings and recommendations, including any proposed
4 legislation, to the Legislature no later than twenty days prior
5 to the convening of the Regular Session of 2014 and cease to
6 exist on June 30, 2014 ; and
7
8 BE IT FURTHER RESOLVED that certified copies of this
9 Resolution be transmitted to the Governor; Chairperson of the
10 Board of Land and Natural Resources; Director of Health;
11 Chairperson of the Board of Directors of the High Technology
12 Development Corporation; Mayor of the County of Hawaii;
13 Chairperson of the Hawaii County Council; Energy Program
14 Administrator of the Hawaii State Energy Office of the
15 Department of Business, Economic Development, and Tourism;
16 Director of Hawaii County Civil Defense; United States
17 Department of Energy; Hawaii Island Labor Alliance; and Center
18 for the Study of Active Volcanoes at the University of Hawaii at
19 Hilo.
