Pursuant to §92-41, Hawaii Revised Statutes, notice is hereby given that the Hawai`i County
Council will be holding four public hearings to hear testimony on:
Bill 4 (Draft 5), which amends Chapter 4 of the Hawaii County Code 1983 (1995 Edition),
Animals. The bill, among other revisions, amends Chapter 4 by adding definitions, increasing
licensing and impound fees, increasing penalties, establishing minimum fines, establishing method
of resolution for first offense of violations prior to the court date, modifying duration and time of
day of restrictions regarding noisy dogs, permitting an animal care center to contract with the
County to provide services for animal control and care, reducing fines from $2,000 to $1,000, and
establishing a spay-neuter special fund to be funded by fees, grants and appropriations.
All interested persons are invited to attend and they shall be afforded the opportunity to be heard.
Those persons wishing to testify in person must register with the Council/Clerk's staff prior to the
convening of the hearings. Those testifying in person and submitting written testimony should
bring 16 copies of the testimony for distribution at the meeting. Those persons unable to testify
in person may submit testimony(1) by mail to the County Clerk's Office, 25 Aupuni Street, Hilo,
Hawai`i, (2) by facsimile to (808)961-8912, or(3) by e-mail to counciltestimony @co.hawaii.hi.us.
The meeting place is accessible for persons with physical disabilities. Persons who need special
accommodations to attend this meeting should call 961-8255 by March 7, 2005. Persons using
TDDs may call 961-8521.
