Dear Chairman Yoshimoto and Members of the Council:
It is my pleasure to submit for your confirmation the appointment of Bobby Jean
Leithead-Todd as County of Hawai'i Director of Environmental Management, pursuant
to the requirements of the Charter of the County of Hawai'i.
Ms. Leithead-Todd served as the County of Hawai'i Director of Environmental
Management from May 2007 to December 2008. During this period she worked
effectively within the Department of Environmental Management leadership and the
administration in overseeing that department's operations island-wide. Most recently,
Ms. Leithead-Todd served as the County of Hawai'i Planning Director from March 2009
to May 2013.
Pursuant to Rule 5(6) (g) of the Rules of Procedure and Organization of the Council of
the County of Hawai'i, we respectfully request a waiver of this nomination through
committee so that it may be considered by the full County Council on July 10, 2013.

Bobby Jean Leithead Todd

Bobby Jean Leithead Todd was appointed the director of the County of Hawaii Planning
Department, by Mayor Billy Kenoi on March 1, 2009.
She graduated from Hilo High School and from the University of Hawaii with a
bachelor's degree in English literature and a minor in Hawaiian Studies. She attended the
William S. Richardson School of Law, where she obtained her law degree in 1986.
She served as Hawaii County deputy corporation counsel for nine years, from 1987-
1993 and from 2003-2007. Much of her time as deputy corporation counsel was spent
advising and representing the County Planning Department and the Department of
Environmental Management.
Leithead Todd also served as the Legislative Auditor for the County and as a member of
the Hawaii County Council from 1996 to 2003. She served as director of the County
Department of Environmental Management in 2007 and 2008
She has served as an officer and director of various community organizations, including
the East Hawaii County Bar Association, the Big Island Women's Law Association, the
Hawaii Supreme Court's Committee on Gender and Other Fairness, the Manoa
Neighborhood Board, the Big Island Chapter of the Native Hawaiian Chamber of
Commerce, the Japanese Chamber of Commerce, the Hilo High School PTSA; the
Keaukaha Canoe Club; the Hawaii County Board of Ethics; and on the Board of
Directors for the High Technology Development Corporation.
She has seven children, including four hanai sons and spends her spare time looking for
the perfect 'ohelo berry.

WORK EXPERIENCE
April 2009 to Director of the Planning Department,County of Hawaii
Present Chief planning officer of the County and the technical advisor to the Mayor,
Planning Commissions and the County Council on all planning and related
matters. Supervises staff and oversees operations of the Ka'u Steering
Committee,the Puna Action Committee,the Kona Action Committee,the North
Kohala Action Committee,the HAmakua Steering committee,the Arborist
Advisory Committee,the Kailua Design Commission,the Leeward Planning
Commission,the Windward Planning Commission,the Board of Appeals,the
soon to be appointed Cultural Resources Commission and the South Kohala
Action Committee. The Director also sits on the state's Ocean Resources
Management Plan Policy Group,and represents the department in land use
matters before the State of Hawai`i Land use Commission. The director also
oversees the comprehensive update of the General Plan and interim amendments.
May 2007 to Director of Environmental Management,County of Hawaii Supervised
December 2008 operations,construction,and planning for all solid waste and wastewater facilities
in the County of Hawai`i and the Environmental Management Commission.
Responsible for the updating and implementing Solid Waste Management Plan,
the long range planning document for solid waste for County.

Other Personal Experience Relevant to Planning/Hawaiian Cultural Issues:
Took Hula from various Kumu, including, Kaui Brandt, Aunty Edith Kanakaole,
Aunty Piilani(Stevens)Nahiwa,and George Naope.
As part of the various canoe clubs and other organizations I belonged to, I
participated in various activities including: preparation of imu, cooking and
preparation of traditional Hawaiian dishes, canoe building, gathering of maile
and other flora for lei making, made and repaired fish nets, fishing, pounding
opihi, gathering 'opae and gathering of limu over a span of over forty years for
luau,fundraising activities and personal use.
Serve as a volunteer for USDA looking for possible cultivars of ohelo 'ai and
ohelo kau la au, a native plant related to blueberries and cranberries for
development of a new agricultural crop for local farmers.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Environmental Management to the full Council for immediate
action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that
approval is granted and the matter be placed onto the next Council agenda for review. However,
