Dear Chairman Yoshimoto and Council Members:
It is my pleasure to inform you that I have nominated Douglas Payne to the Kona CDP Action
Committee. Mr. Payne is a six year resident of Kailua Kona, although he bought a home here in
1998 and had travelled back and forth since then. He is currently retired, and has 34 years of
experience with the County of San Bernardino, California in the fields of Community
Development, grants and land use planning. Mr. Payne was also the Interim Director and
Deputy Director for the Department of Community Development & Housing.
Mr. Payne is currently the treasurer and a member of the Board of Directors for the Pines at
Kailua-Kona I Association of Apartment Owners. His earlier experience as staff with the
Planning Department and later as Interim Director for the Department of Community
Development & Housing would add to the depth of the KCDP Action Committee. If confirmed,
Mr. Payne will replace Matt Binder, and will serve a 4-year term to expire in 2017.
