These decals will be provided to the Traffic division with 10 decals per year, starting in 2013 through 2015 in an effort to create an environment that supports walking and student safety in a pedestrian-safety program a t school locations. This donation is being received from the McDonald's Restaurants of Hawai'i, whose mailing address is 1132 Bishop St., Ste. 2000, Honolulu, Hi. 96813. SIGNED: Nivitv41 DATE: c 7c Department Head McDonald's Restaurants of Hawaii tp Pedestrian Safety Campaign Pedestrian Safety Markings McDortatd s Production, Removal and Installation HAWAII NI, !/ (Footprint + "STOP Look Both Ways") Since 2003, the state Department of Transportation has sponsored a program called Walk Wise Hawaii (WWH) to bring awareness to pedestrian safety and educate our keiki and kupuna to be observant and safe when crossing streets. In support of this public safety effort, McDonald's Restaurants of Hawaii is revisiting a pedestrian-safety program that was implemented at schools statewide many years ago— Ronald McDonald's shoeprints and safety message. In 2012, McDonald's began re-installing old decals and installing new decals of red shoeprints and the accompanying message "STOP" and "LOOK BOTH WAYS" on the sidewalks of elementary schools on Oahu. Working again with the state DOT and the Statewide Pedestrian Master Plan, McDonald's identified elementary schools near high- traffic WWH-targeted intersections. After determining these areas of concern, McDonald's started its outreach to the schools to re-install decals where they once had been and installing new safety decals. This year, McDonald's is continuing to re-install and install new decals at elementary schools statewide. McDonald's will be working with the County of Hawaii to install decals at schools island-wide. The decals are intended to remind students to stop and look both ways before crossing the street. The state Department of Transportation and the Department of Education, as well as the County's Department of Public Works, support McDonald's pedestrian safety message and this program. The County of Hawaii's Department of Public Works will install the decals which will be provided at no cost by McDonald's Restaurants of Hawaii. The decals, produced and manufactured by Grace Pacific, will have a monetary value of around $2,000 for 30 two-color pedestrian safety decals. McDonald's is providing a total of 30 decals to cover each elementary school on Hawaii Island. The graphics will be installed on school property near a crosswalk. The graphics measure 22 '/2"W x 7" H for the "STOP Look Both Ways" graphic and 7 '/4" W x 15" H for each shoe in the shoeprints. Schools will be able to note their preference on installation location. CommPac is recommending that the Hawaii County first reach out to a list of high-risk schools, provided by the Department of Transportation. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawai`i, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review.
