Aloha Council Members,
It is important to recognize the efforts of citizens that take the reins of
leadership to help our County Government move forward in the direction
needed by the people of Hawai' i. Toni Blair was such a person who's dedication
to providing Safe, Efficient, and Comfortable transportation for pedestrians
and bicyclists warrant the dedication of the Old Walua facility she helped to
develop.
"Safe, Efficient, and Comfortable" are the exact demands for
transportation dictated by the County General Plan. Providing "Transportation
Choices" (including often neglected pedestrians and bicyclists) is also one of
the Guiding Principles of the Kona Community Development Plan. Now the State
Complete Streets Law further mandates that all users must be accommodated
on our roadways.
Toni helped pioneer these objective to promote the health and safety for all
pedestrians and bicyclists - residents and visitors alike. I hope and pray that
the the County Council will memorialize her efforts by continuing these efforts
as County policy in the future.
