The County was initially advised that funds would not be provided for this program for FY2014. However, on June 6, 2013, the DOH informed the County that grant funds in the amount of $483,933 would be provided in order to assist with the implementation of the DBC program and to operate certified redemption centers at select County recycling centers. Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State of Hawai`i Department of Health for this grant. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $483,933 grant award. The Department of Environmental Management is requesting that this bill and resolution be waived from the Finance Committee and be placed on the July 10, 2013 Council Agenda in order to expedite the use of these funds for the benefit of the public. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The State of Hawaii Department of Health (DOH) has been passing over monies received from the Deposit Beverage Container (DBC) Program through a grant to the County of Hawaii since 2005 to assist with implementing the DBC Program for Hawaii Island. The County was advised that there would not be funds for FY2014 so the funds were not included in the Division's FY2014 budget. Subsequently, the Department was informed on June 6, 2013 by DOH that grant funds for the amount of$483,932.58 (ASO Log No. 14- 048) will be passed over to the County to assist them with implementing the DBC program and operating certified redemption centers at select County recycling and transfer stations. The DBC program is an important part of the County's diversion and recycling and has been a catalyst for increasing participation in other recycling and diversion programs island-wide. In order to expedite use of these grant funds for the benefit of the public, we respectfully request to have the resolution and bill for the Beverage Container Deposit Program grant funds to be waived from committee.
