For many years the state of Hawaii has demonstrated its concern for the delicate balance of life here in the islands by requiring each and every passenger on every plane to declare any plant or animal material they might be carrying. Large fines and prison time can be expected for violations of these laws. How is it then, that large corporations can bring in untested, experimental life forms that use our Hawaii as a testing and development ground, when absolutely no assurances can be made as to the safety of such work? It is understood that both pollen and pesticides from these experiments is NOT contained and that the neighbors of any such projects will simply be subjected to whatever effects that might occur including contamination of existing crops. This is a huge concern when you learn that current research includes inedible and or drug/fuel producing strains that are in no way compatible with crops produced for consumption. There is no concern or responsibility for the short or long term effects of these experiments on our lands or people and potential profit or benefit goes to an outside entity. We need to look at the larger picture when making land use and agricultural policy decisions and if these decisions do not benefit the land and people, we cannot allow them to move forward. I urge the Council to educate themselves about the unknowns of this technology, and to wonder why this would ever be allowed in Hawaii. Mahalo for your consideration. Aloha , Comm. N . __ • _17 Ref.
