County of Hawaii
Approval of Block Grant Program
We are pleased to inform you that the County of Hawaii's second program
year Community Development Program has been approved in the amount of
$915,000. This includes $80,000 brought forward from the first program
year and $835,000 of Fiscal Year 1976 funds, the County's second program
year entitlement. A Funding Approval in the latter amount has been
authorized for carrying out the Community Development Program over a
twelve-month period effective July 19, 1976.
Three signed forms HUD-7082, Funding Approval, are enclosed. Please
sign the acceptance provision and return two copies to this office.
You are cautioned not to expend funds in the projects listed in Item 17a
of the Funding Agreement until you have completed your environmental
reviews and without the further express written authorization from HUD.
This approval does not constitute a commitment for Section 8 funding.
Your letter of credit will be increased by $835,000. The executed
Funding Approval must be received by HUD prior to amending the letter
of credit. The effective date of the letter of credit increase will
be no earlier than the starting datO off' tfe second program year.

1. The first program year entitlement number (e.g. , B-75-HN-15-0001)
shall be shown in Section III (Classification of the Amount of
This Request) of payment request forms until all block grant
funds awarded in the first program year and included in the
letter of credit have been drawn down. Such funds may be spent
on both first and second year activities, provided that any
activities on which the funds are spent are free from condition.
2. After all block grant funds awarded in the first program year
and included in the letter of credit have been drawn down, the
second program year entitlement number (e.g. , B-76-HN-15-0001)
shall be shown in Section III of payment request forms. Block
grant funds awarded in the second program year and included in
the letter of credit may be spent on both first and second year
activities, provided that any activities on which the funds are
spent are free from condition.
We congratulate your community on being the first entitlement County in
the jurisdiction of the Honolulu Insuring Office to receive approval.
We shall be happy to work with you to achieve those goals established by
your community in your Community Development Program.
