The Hawaii Housing Authority has requested the County for
reaffirmation of commitment as explained in the attached
letter.
In return for the public services provided the Authority' s
housing projects by the County, the Authority has been
granting to the County each year, for the past several
years, a rebate in lieu of taxes.
The proposed improvements would benefit the residents of
Lanakila Project and would not place any additional burden
on the County; therefore, I recommend your early and
favorable approval of the Authority ' s request.

Dear Mr. Matayoshi :
The Hawaii Housing Authority has been requested to participate in the
Department of Housing and Urban Development (HUD) Modernization Program
for Fiscal Year 1976 which starts July 1 , 1975.
We have identified the following modernization need for the Lanakila -
HA 1-4, public housing project in Hilo, Hawaii :
Utility Distribution System - Replace 9000 L. F. of 3" water distribution
system and install cathodic system Estimated Cost $50,000.
In our application for modernization funds, HUD requires us to obtain a
statement from the local governing body to the effect that the locality
reaffirms its commitments under the Cooperation Agreement to furnish the
Authority and its residents with the same type and level of public services
and facilities provided to the community-at-large. Accordingly, I have
prepared a draft statement which is attached for your consideration. If
you agree, it is requested that the information be typed on your letter-
head stationery and forwarded to me as soon as possible.
Your cooperation in this matter will be greatly appreciated.

Dear Mr. Yanagawa:
It is my understanding that the Hawaii Housing Authority has been requested
to participate in the Department of Housing and Urban Development, Moderni-
zation program for the Fiscal Year 1976. I also understand that the Authority
has identified various modernization needs for the following public housing
project located within the County of Hawaii :
Lanakila
Accordingly, I reaffirm, on behalf of the County of Hawaii , our commitment
under the Cooperation Agreement to furnish the Hawaii Housing Authority and
its residents, the same type and level of public services and facilities
provided to the community-at-large.
Additionally, I reaffirm such supplemental commitments, as may be entered
into from time-to-time, between the County of Hawaii and the Hawaii Housing
Authority on public service support for the Authority's residents.
