I reside at 75-662 Hua Ai St., Kailua-Kona
Bill 291 which you will consider today amends sections of the County Code to clarify
and add transparency to the PUD application process.
Bill 291 amends County Code Section 25-6-6 to include a review of the application by
the County Council.
I ask you to support this amendment because this step will provide the public an
opportunity to express their concerns to the council in addition to the planning
commission before the application moves on to the Planning Director.
Bill 291 deletes the term"Permit" and maintains the term"Variances". If the PUD is
described as a Variance instead of Permit the connotation is an open door to make
changes in the subdivision plans subdivision plans without regard to community
concerns regarding impact on traffic, schools, and conservation of natural resources.
Presently the Planning Director has the authority to grant variances as stated in the
County Charter.
I ask you to NOT delete the term"Permit" even if it means amending the County Charter
which uses the term Variances.
