Re: Resolution Regarding Telephone Services
Attached is a resolution authorizing the Mayor to enter into multi -year agreements for
various telephone services. Services included in the resolution are:
• Interisland (intralata) long distance rates — The County is in the final year of a three -
year agreement with GTE Hawaiian Telephone for interisland long distance rates.
Upon the expiration of the current agreement in September of 1999, a new agreement
will be necessary.
• Mainland (interlata) and foreign long distance rates — The County does not presently
have a multi -year agreement for these rates, and substantial savings should result
from such an agreement.
• Cellular phone proposals — While most of the County's cellular phones are under the
year -to -year fleet plan with U.S. Cellular, GTE Mobilnet has a plan that would save
some departments money on phones with low usage. This plan, under certain
circumstances, requires a two year commitment.
• Pay telephones — The County is in the final year of a five year concession agreement
with GTE to provide pay telephones on County premises islandwide. Upon the
expiration of the current agreement in April of 1999, a new agreement will be
necessary.
A Request for Proposals covering all of the above except cellular phones is being
prepared by the Purchasing Division. We expect to recognize significant savings as a
result of this solicitation. Approval by the County Council of the attached resolution will
allow us to proceed to enter into the necessary agreements to effectuate these savings.
