EXPLANATION: Mr. Payne is a six-year resident of Kailua Kona, and will serve a four-year
term. Mr. Payne was informed that he is not required to come before the
Council for final confirmation.

RECOMM.: Positive; recommends confirmation of the appointment of
Mr. Douglas Payne to the Kona Community Development Plan
Action Committee.
