Re: Capital Budget
Enclosed is a bill for an ordinance adding the Waimea District Park project, with state funding of
$2,500,000 to the Capital Budget. These funds are authorized by the Governor of Hawai`i pursuant
to Act 134 of the Regular session of the Legislature of 2013 for the design and construction of the
County's new Waimea District Park in Waimea, South Kohala. The state funding requires a
minimum $2,500,000 County match, which will be accomplished by using an appropriation already
established in the FY 2013-14 Capital Budget for this project.

A. REQUEST:
An ordinance amending Ordinance 13-66, The Capital Budget, by adding the appropriation:
Waimea District Park $2,500,000.00
State Grants Receivable $2,500,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Pursuant to Act 134, of the Regular session of the Legislature of 2013, the Governor authorizes the use of State
General Obligation Bond Funds for the design and construction of the County's new Waimea District Park in Waimea,
South Kohala. The State funding requires a minimum 50-50 County match which will be accomplished via an existing
appropriation.
We are requesting an appropriation in the Capital Projects Fund to account for the reimbursable expenditures. Funding
source will be State Grants Receivable.
