Data JUL 1 U ZU13 July 8, 2013 counciltestimony @co.hawaii.hi.us Testimony in Support of Duane Kanuha's Appointment as County Planning Director Current Council Members: I welcome the opportunity to provide testimony in favor of Duane Kanuha's appointment as County of Hawaii Planning Director. I have known Mr. Kanuha for over 30 years and believe that he brings a unique set of qualities and experience that will serve the County well in his capacity as Planning Director. As owner of Case Management Works-Hawaii, Inc. I am frequently required to complete assessments and evaluations with regard to matching individuals with particular occupations and job openings, and have testified in court at the Federal, State and Circuit Courts as well as The Department of Labor Appeals Board on matters involving an individual's transferable skills and ability to perform the requirements of certain occupations. Having previously worked as County Deputy Planning Director and Planning Director, and Assistant Land Agent, State Department of Land and Natural Resources as well as his private sector employment as Managing Director for the Hilo Office of PDR Hawaii, and his responsibilities with Chalon International of Hawaii, Inc. and Strategic Alternatives International, LLC, in addition to his previous experience as a Commissioner and subsequently Chairman of the State Land Use Commission, Mr. Kanuha is well equipped to face the difficult assignments and make the appropriate decisions. Mr. Kanuha has in the past demonstrated that he is capable of meeting the typical requirements identified by the U.S. Department of Labor as requirements for the position of Planning Director including, but not limited to: giving full attention to what people are saying, taking time to understand points that are being made, asking appropriate questions, conveying information effectively, using logic and reasoning to identify the strengths and weaknesses of proposed solutions to complex problems, considering the relative costs and benefits of potential actions and choosing the most appropriate. Mr. Kanuha is a very capable communicator in both written and verbal environments that will allow him to communicate information and ideas so others will understand. He is capable of applying general rules to specific problems and produce answers that make sense. I believe that he will be sensitive to problems that emerge and have the ability to tell when something is wrong or is likely to go wrong. Page 2 Given Mr. Kanuha's many years of experience in the Land Use and Planning profession and his proven capacity to produce outstanding results in both the public and private sectors, I strongly support Mr. Kanuha's appointment as the County of Hawaii Planning Director.
