MOORE PLANNING, INC. 159 HALAI STREET HILO,HAWAII 96720 (808)987-7336 wlmoore @outlook.com July 9, 2013 The Honorable J Yoshimoto, Chair and Members Hawaii County Council 25 Aupuni Street, Suite 1402 Via email: counciltestimonyco.hawaii.hi.us Dear Council Chair Yoshimoto and members of the Honolulu City Council: Re: Consideration and Confirmation of Duane Kanuha as Planning Director Thank you for the opportunity to express my view on the above-referenced applicant. I support the appointment of Duane Kanuha as Planning Director of the County of Hawaii. I have known Duane for over 30 years beginning in the mid 1970's when we both began working at the Hawaii County Planning Department. I also had the honor to serve as Duane's Deputy when he was first appointed as the Planning Director of Hawaii County in the late 1988. Since that time, Duane has gained an additional wealth of experience through his work as a Land Agent with the State of Hawaii Department of Land and Natural Resources as well as a manager with Hamakua Sugar Company and most recently with Surety Kohala, LLC. His volunteer work includes serving on the State Land Use Commission and DLNR's Na Ala Hele Advisory Commission. Duane's background and skills will bring a tremendous set of resources to the Planning Department. As an avid hiker, backpacker and waterman, he brings a strong understanding of the environment and the resources that need to be preserved and protected. With his many years of government service, Duane has a deep understanding of planning processes and practices within the State and County of Hawaii as well as of the land use issues that face us today. I believe Duane will be fair and reasonable in balancing the many competing interests with respect to land and land use in Hawaii. His planning background and understanding of the land use laws will provide a unique perspective in addressing the myriad issues that will need to be considered by the Planning Department at this time. Please support his confirmation. With his background, his commitment to the community, and his character, I cannot think of more qualified candidate for this appointment. Should you have any questions, please contact me. Sincerely, William L. Moore, President
