My name is Riley Smith and I am providing testimony in favor of
Duane Kanuha's confirmation as Planning Director. I've known Mr.
Kanuha for over twenty years, ever since I moved to Hawaii island.
We've been involved in various non profit organizations (Native
Hawaiian Chamber of Commerce, etc.) and got to know each other
while involved with various sports activities.
He has been continuously involved in land use matters on our island
for over forty years. He's worked for the Planning Department (as
both Deputy and Director), for the State Department of Land and
Natural Resources, as well as for various land owners. He was also
appointed to the Hawaii Island Na Ala Hele Advisory Council and
most recently with the State Land Use Commission and served as its
Chairman. He has land use experience from the regulatory, public
and landowner perspectives. I am not aware of anyone else in our
State that has his same depth and breadth of experience.
Through his varied experiences, he has the knowledge and
temperament to manage complex and controversial issues. While
observing his management style as Chair of the State Land Use
Commission I've noticed that he doesn't get flustered. He
systematically and rationally addresses community and landowner
concerns and is able to mediate solutions that are acceptable to all
those involved. This is not an easy task.
For these reasons, I support the Confirmation of Duane Kanuha as
Planning Director.
