Re: County Council meeting,July 10,2013, concerning Support of Bobby Jean
Leithead-Todd as Director,Department of Environmental Management
This letter is to support confirmation of the appointment of Bobby Jean Leithead-Todd as Director of
the Department of Environmental Management. I have worked with Ms. Leithead-Todd in my
capacity as a professional environmental consultant over the last two decades, during her tenure on the
County Council, in the Corporation Council's office, in the Planning Department and in the
Department of Environmental Management. She has always been a consummate professional tirelessly
advocating the interest of the County in complex technical and regulatory situations. She has been
particularly adept at advancing infrastructure projects. If it were not for her skill and efforts,we would
not have been able to get through the environmental process for the Ocean View Transfer Station or
the Hilo Landfill Phase I Expansion, and one of Hilo's most important modern roads,the Mohouli
Extension, would never have been built.
As I am nearing retirement, I have become more and more active with community causes. As a
volunteer with the Malama Kaipalaoa Working Group and an officer of Hilo Bayfront Trails, Inc.,two
non-profits devoted to advancing recreation projects in Hilo, I have found Ms. Leithead-Todd has been
extremely helpful in assisting us through the complex maze of environmental and land use permitting.
The Kaipalaoa Landing Park has become a reality, and Hilo Bayfront Trails is expected to break
ground in the next 18 months.
Please give favorable consideration to the confirmation of Bobby Jean Leithead-Todd as Director for
the Department of Environmental Management.
